Title: Can dual-purpose rings be crafted?

Short answer: no
  Long answer: They are not in crafting tables. There is a plentora of rings out there. Just need to know what to combine and when. You can use two rings instead, one with +2 poison save, and one with +1 str. But not a single ring.

Some ring can be made though, but not directly.
You can enchant your ring +2 str with an elemental resistance (cold/fire/lightning/acid?)

 Correct, that is possible. However you must be careful, as it also increases the level requirement for the item.
