Dear Citizens,
I have come across all of the explorer posts and earned my badge . . . but, hmmmm . . . where do i pick it up

Yeah, I just found one the other day. What is it? How many are there?

The quest reward is not yet in for any of the badges. The system is new and we are rolling all of them at the same time. In the next update the first two systems are completely rolled out though. Once we see that they are indeed working you will be able to pick up the reward once we get them in--likely at a goverment building or something like that.
In next version the following will be in place:
Explorer Badge (the reward is not in place at this time) - 5 locations each.
Mistone
Alindor
Dregar
Belinara
Voltrex and Islands
Spelunker Badge - (the reward is not yet in place) - 12 locations
Across all servers, at least 4 on each server.
To come later if these badges work and it seems like it is worth the time sink.
Planewalker Badge - A number of locations on the planes (probably 12)
Deepwalker Badge - A number of locations in the underdark (probably 12)

There currently is no "badge" as such or any other material reward. Something is planned for the future, I just don't know what, exactly...or when. So just RP it for now and make believe you have one.
