ok here is how you can do it. open paint shop, then open your pic. Choose save as
(http://i9.photobucket.com/albums/a69/Emcha_Audio/saveass.jpg) then type in the name you want and select jpg
(http://i9.photobucket.com/albums/a69/Emcha_Audio/choosejpeg.jpg) once that is done, go to album on the top link of the forum
(http://i9.photobucket.com/albums/a69/Emcha_Audio/album-1.jpg)
then choose create album
(http://i9.photobucket.com/albums/a69/Emcha_Audio/creatyouralbum.jpg)
once that is done select upload/edit photos
(http://i9.photobucket.com/albums/a69/Emcha_Audio/chooseuploadimage.jpg) then use browse to locate your picture
(http://i9.photobucket.com/albums/a69/Emcha_Audio/usebrowse.jpg) when you have done that you choose, go back to thumb nails, click on your pic and copy the url ( the adress you see after http://. (http://./) Now you chose the reply option not the quick reply box.

and you select the icon with a tree called insert/edit image
(http://i9.photobucket.com/albums/a69/Emcha_Audio/chooseinsert-editimage.jpg)
now in the pop up window you paste the url
(http://i9.photobucket.com/albums/a69/Emcha_Audio/pasteyouiamgelinkfromtehfolder-2.jpg)
you enter a description and click insert and voila, its done.

Great post, but I'd just like to add that to get the little tree icon (all those buttons, actually) as an option, you have to be in the Rich Text Editor, the button found in the lower left hand side of the screen after you select the quick reply (the reply button on the actual post you're replying to, not the window at the bottom of the screen).
I don't habitually use it, and thought perhaps others didn't either.

indeed, thats why i said not to use the quick reply box. You ahve to use the rich text editor.
