Title: Lor inn has no vacancies - literally

They sell keys there but there are no rooms in the inn.

Pretty sure there's a freerest zone in front of the fire.

It's meant to be a cozy little tavern.  ;)

Yeah, working as intended. The innkeep is really just selling you souvenirs (keychains) to take from your wonderful visit to Lor :). There is a safe rest in front of the fire that everyone can use, and though this is a big port city and we can assume there are other inns around it, I'm leaving this one as is for uniqueness.
