Comparing the Mass Blindness-Deafness spell description in lore to the Sunburst description it seems strange that both are 8th level spells. Sunburst is more flexible (blinds, causes a little damage to undead, and is extremely effective against undead), sunburst causes permanent blindness versus a round per level for mass blindness-deafness, and sunburst is a gigantic area of effect versus 10 ft radius for mass blindness-deafness. On the plus side for mass blindness-deafness, it does cause deafness too.
I don't recall ever seeing anyone use this spell and it seems like it has the potential to be a good spell with a little tweaking.
I think that the area of effect for mass blindness-deafness should be greatly expanded to match sunburst and it seems like a will save against illusion would be more realistic than the current fortitude save.

I also think the affects should be permanent like they are with sunburst.

I like the fortitude actually. Makes it useable for the rogues who just evade sunburst.
I think switching it to will save actually limits the wizard more. Don't you run into the whole mind immunity thing that way?

Agreed on Fortitude. (Yes, coming from someone whose primary character has a Fort of 5. At 16th level.)
-
Make it a collosus AoE and it's a comparable/ useful spell.

I dont think this spell should be changed. Its fortitude save gives it a clear advantage over other blinding spells. Besides blinding is very very effective way of giveing your fighter an egde. I would rather suggest that the blinding of sunburst be made a round/level basis instead.

How often does a fight take more than 15 rounds to complete? (which is the minimal time you could get for mass blindness/deafness)
Sunburst ussualy ends before that simply because the monsters die in 5 rounds at most.

My main reason for suggesting a change is because I don't think PCs use this spell much at all. I hate to see things that at first glance seem like cool and useful spells not really used because the details keep them from being very useful.
As for will save or fortitude save, I am happy enough with either. Each has it's own set of creatures for which it is more useful.

I use the spell when its appropriate. Infact I saw Connor cast it on the plot quest, so its still used.
But theres alot of semi high and high fortitude save monsters outthere. So its not the spell I memorize to go and fight trollocs.
