*A notice arrives in all temples, courts and locales that pay homage to Rofirein. Marked with the gold dragon seal of the Golden Voice of Justice himself, His Holy Honor Barvanth Hiramun III. It is the first major piece of correspondence from the Golden Voice since he retreated into his prayer chambers after a meeting with Lord Rael the current ruler of Prantz . As each letter is opened in various locales the words within shock some and provide solace for others.*
Beloved faithful of Rofirein,
There are times in life when we are faced with trials that test us both physically and spiritually. Times when you discover within you who you really are as well as what you are; or are not, capable of.
The situation in of Prantz is one of those events which can alter or change the course of history as we know it. It brings with it changes and challenges that are in some forms welcome and yet in others feared for what they represent. For it is well known that people fear and shun what they do not understand or do not recognize.
I have personally met with Lord Rael and in these meetings he revealed to me his plans for Prantz and the place of the various faiths within it. His plans for our very own Cathedral rocked me to my core and all my expansive arguments; all my litigious articulation was void in its impact upon the Lord.
The ancient records and histories of our own beloved Rofirein tell of times when he had to make sacrifices so as to establish order within the realms both above and below. It is through these histories and teachings that we must look to for example from him.
Thus when faced with the greatest spiritual challenge to our faith in the time I have served as the Golden Voice, I found myself retreating within to pray for guidance from Him we serve. In my solitude with my prayers and the comforting presence of Rofirein to guide me I received enlightenment. Since that time I have met with Lord Rael and his representatives as well as each of the Voices of Justice and together we have determined that the following enacted mission is to be carried out in relation to the Rofirein Cathedral in Prantz.
The Cathedral now stands solely as an institution of Law and Order.
* A new main temple will be constructed in the town of Western Gate in the Dragonsong Dominion on the Island of Corsain.
* The Keepers Office will be moved to the new temple once completed, but stationed in the temple in Fort Vehl until then.
* Those Knights of the Wyrm formerly based in the Cathedral precincts are to be re-deployed to barracks in Western Gate once completed, but will be stationed in Fort Vehl until then.
* Guardians of Justice will undertake all law training solely within the Cathedral which will now be known as the Justice Courts.
* The New Office of Marshals, our former Justicer brethren from the church of Toran, will operate from an office within the Justice Courts with all training undertaken there for its members.
* All religious services and functions will not be undertaken in the Cathedral until further notice. All initiates and any in training will be moved to the new temple.
* All meetings of the High Justiciars of the Divine Court will be attended to in the Justice Courts in Prantz
* The Justice Courts will continue to operate as the Divine Court for the continent of Dregar as required.
* It is further decreed that the Cathedral of Rofirein will be responsible for balancing the laws and punishments while adjudicating justice in Prantz on behalf of Lord Rael who is, from the moment of this missive, and only while this missive holds true, recognized by the Rofireinites as the legitimate ruler of Prantz. We will make recommendations to Lord Rael for potential changes. Lord Rael will, at his sole discretion, implement the suggested changes or not.
* In the instance that a dispute arises between the Justice Courts administered by the Rofireinites and Lord Rael's rulership both parties reserve the right to enter into negotiations to find resolution on the issue. Should this fail both parties reserve the right to withdraw from the agreement until such time as an amicable resolution can be met.
All those in service of the Great Protector, priests, knights, guardians and laypeople are hereby called by the law of Rofirein to carry out the duties of the church and adhere to the above determinations.
We the faithful of Rofirein see that Lord Rael's actions have established order in Prantz. We the representatives of Rofirein, in the mission of the Great Dragon stand firm to advise and guide Lord Rael on the path to balanced law and equal representation in an age where lawlessness and fear is spreading like the plague.
May the Wings of the Dragon enfold you within his grace.
May his wisdom grant you the insight to see the true balance of law we seek to instill.
May his strength help you through the dark times of the world.
