Title: Rashaka's not respawning

Description: The Rakshaka's are only respawning after a server reset.

Location: If your not sure where they spawn. I'll send you a PM

Verified:

Reproducable: Yes. I tried to make sure that they did not have a time of day spawn. I have only been able to get them after a server reset.

Missed this one.  It was fixed in the last update or one of the quick-fix patches that came after it.
