When it says the stat adjustment is applied in game for subraces is it like a modified stat or a base stat adjustment?
Because I was wondering before I commit myself to a wizard will the +2 intelligence bonus actually grant extra skill point like a base stat or will the adjustment be applied like a magical item (i.e. a modified stat)?

Subrace bonii and penalties are treated as applied items, so no you wouldn't get skill points on levelup.

Modified stat, like an item or permanent spell, which is applied via skin. No skill points, and it won't count for determining what level of spells you can cast, unfortunately. Layo has the no illegal characters box ticked, so if someone had modified base stats they wouldn't be able to log in.

The subrace skin bonuses do apply against the +12 and -12 ability modifier caps, as well, from what I've seen in game. (Which can be used both to your advantage and not.)
