Silvia is level 16 ( 9 bard 6 fighter 1 skald ) with a cha of 21 without a spell or ione stone. When ever I rest I have a still haste spell that comes into play quicksloted and ready to use.
But when I buff my self, with the ion stone for cha and a spell of eagles splendor, after a time the still spell goes away, even if I didn't use any spell of that level.
Any idea of why it does that?

There's a known bug with Bioware's code and CHA-based spellcasters. Loss of CHA buffs causes a progressive loss of available spell slots, as if you had cast the spells. I'm not aware of any fix to this, sadly...though if there is, I'd love to see it.
You can simulate this by repeatedly equipping and unequipping any one piece of CHA stat jewelry you have. Pretty soon, you'll be left with no spells available.
For this reason, I never use CHA buffs, either spells or Ioun stones, for my sorcerer, opting instead for "static" buffs from jewelry and other items that remain equipped all the time.

You might consider a switch up... make her static buffs the charisma stuff and cast the bull's strength for fighting instead.
