Can someone actually take a cdq, if he meets the class requirements, but take the class at a later date?

By pursuing a new class, the player is pursuing a new avenue for character growth. This growth should be reflected by an investment in the new class beyond a simple label. Taking one level in a new class and then going back to the initial class(es) shows a limited drive to pursue the path you were approved for.
Granted, this is from the submission for a new class after level 20, but it is somewhat relevent in this case. If you pass a CDQ for a PrC, then your character is really that PrC, and should take the levels at the next level up.
If you don't want to level in the new PrC on the next level up, then wait on the CDQ until your character is ready to level in that class.
