The Temple to Katia in Vale has no one to buy from or give donations to.

That person is in Vale, just at a different area. She is on top of the "nature temple" that is located next to the House of Magic and the safe rest area.

Actually, the nature's shop is different from the temple store.  Added a temple store to the Vale temple for the next update.
