Title: Rogue's Cunning - Relevance?

I was perusing LORE and I came across this page:

Any idea what this is?  It's not on either feat list...  Is it an Item?  Just wondering, since it seems bare and IS 5 years old.

Yes, it is an item from NWN custom content. I'm pretty sure it's not in Layo droplists though, so it's probably just an oversight.
