Title: fighter bonus feats

Do I still have to have the minimum prereqs for a certain feat if I take it as a fighter "bonus feat"?

ie.  If I do have an intelleigence of at least 13, expertise, dodge, spring attack, Dex 13, can I still select "whirlwind attack" as a fighter bonus feat?

Yes you need to meet the minimum requirements to take a feat weather it be a bonus one or not. The only way around it is when it is automatically given for that class like Improved two weapon fighting for rangers.

Just for clarity (though Masterjack's answer is correct), the feat that Rangers get is Improved Two-Weapon Fighting.  Their first-level feat is Dual-Wield (http://lore.layonara.com/Dual-Wield), which isn't available to any other class.
