If someone wants to take away a class that he has taken during the life of his character, should he ask for a rebuild hence going through the approvers or to use a GP and ask for it in the grievance and dispute section of the forum?

This would be the jurisdiction of the character approvers. Even if you used a GP, requests that involve such major changes to a character still need to be approved by the CAs.
