Title: Level limits on items?

After the recent reset, I've noticed that several items I've been saving until I reach a higher level are usable now.  Did the level limits on items not get turned on?

More like accidentally turned off.  Oops.

It's very important that you do not log out with any of these items equipped, or you'll not be able to log in.
