As Frak is a monstrous creature he is not allowed into hempstead and places similar, is there an RP way around this or do I just get my wooped IG and RL wise by any GM/DM or goody-type people nearby?

You are not allowed to enter the city without a DM watching you/RPing out the consequences. So no, unless you have a DM telling you that you can try it is impossible

A previous occasion with a goblin entering Hempstead ended with the creature in question being thrown in jail to rot. It's just one of the consequences of playing a monstrous race. :) Zardoc isn't allowed in either!

Which is another way of saying, yes, you can always RP your way around things (or at least attempt to), but simply moving around in stealth mode or invisible is not RPing around things, because it doesn't give the numerous NPCs who are always around Hempstead a fair chance to detect you.

Sorry for the confusion, but what does a tome of teleportation have to do with sneaking into hempstead?

I don't get it either. For monstrous race, you can always go to Vehl or other towns that they are allowed to enter. Why Hempstead? Also, with the tome being placed in Hempstead, you need to enter Hempstead to mark the location; which is bad RPing, you should not abuse the tome.
If my charc sees any monstrous race in Hempstead, her first reaction would be kill first ask question later. Stay safe :)

I was new back then and I had to finish a quest wherein you had to deliver packages to certain individuals and one recipient was in the Scamp's Mug in Port Hempstead. I consulted a DM to organize this one-time thing, made a disguise both mundane and magical, and fabricated a few lies. That was the first time I entered Port Hempstead. :P
For those that play monstrous races, i.e. Dark Elves, Deep Dwarves, Goblins, Orcs, etc., please don't sneak into Port Hempstead without DM supervision, otherwise dire consequences will ensue.

It may be useful to remind that there are difficulties entering any kind of collection of structures devoted to large numbers of non-monstrous races*, so reflecting that in your roleplay in other cities may give a clearer picture. In other words, people freak out at goblins everywhere, and Hlint may put your head on a spike. Try to be incognito as a lifestyle rather than thinking of it as a single city that bars your presence.
*Yeah, that was deliberately phrased very strangely. I don't know why.

Because to phrase it otherwise would be non-monstrous-race-normative, and would essentialize the city/town lifestyle notions of many individual members of the hegemonic races. *nod*
