Argali wants to make something using her crafting skills which would be somewhat similar to/derived from/based on an existing craftable item (recipe). To whom would I speak about making this so?

Er.. what you intend with this recipe is to be added as a recipe for the crafting devices or just a RP sense thing made derived of the knowledge of crafting she has ? ( and of course putting that knowledge to practice on the making of the said item ?

As an add-on to Lance's question, in what way(s) would it vary from the standard recipe-based item? More abilities? Stronger? More powerful? Different-looking but otherwise the same?

And to further add: This (the general concept of) has been done before but it required a CDQ in that particular instance. If you are looking to keep it somewhat quiet for RP reasons I'd suggest selecting one or a few GMs and nudging them about it to see if they would be able to and willing to work with this idea.
Item creation with alterations goes through a process that is given approval, change advice or (rarely) denial through/with the balance team, so there will be at least a little delay, to let you know in advance.

We're all assuming you want to make something more than mundane, perhaps even unique, since you posted here. However, if you just wanted to, say, use carpentry skills to make a set of mundane wooden zoo animals for a child to play with, then consider it done, with your level of carpentry determining just how well made and detailed the wooden toys might be.
