Can anyone post a poll or are specific privs needed? If so, are there any restrictions/guidelines?

I could be mistaken, but I think you need moderator rights to post a poll. I've done it in the Angel's forums, but not here.

As far as I know mod rights are actually not needed. I recently tested this on a dummy account and had no problem. There might be specific forums that it can't be done in by just anyone, as I didn't test every forum that account could see but at least on principle I don't believe it's restricted.
