Is it possible to get a character approved that isn't one of the standard/sub races?

Such as what?  The only playable character races are those listed on LORE.

I was thinking like a vampire or some kind of undead/evil thing.

In a word: no.

We simply have no systems for this, and this sort of character type would be harder to play and less accepted than even dark elves.  They'd not be allowed in any town anywhere. No merchants would sell to them. The list goes on.  Simply put, Layonara is not built to allow this type of player character.
