Is it possible for dwarves to get a feat that allows them to use a pick axe upon creation. Reason being is that mining is a main part of dwarven life much like the long sword and bow are to elves. All Elves get those feats on creation but dwarves have to take a feat in order to mine.

Agreed, seems silly they couldn't use one upon creation. To waste a feat to do it doesn't really make sense.

It's not "silly"...
Bioware did not envision crafting or the RP of that racial tradition when defining the mechanical nature of dwarves when they created NWN. An elf's racial tradition of archery has a real, mechanical benefit in the NWN OC and its expansions, whereas there is absolutely nothing for a dwarf to mine in the same set of modules.
So it makes perfect sense in the proper perspective.
I may be wrong, as I've not looked into this, but it may be problematic to try and do this with a base race (as opposed to a subrace). On top of that, any dwarves already in existence would not automatically gain the feat, and per precedent with other similar changes (like changing class skills for certain classes), we wouldn't be offering a retroactive feat change or character edit.
It's worth mentioning that Barbarians, Fighters, Rangers and Paladins get the necessary feat for free.

Dwarves should also get bonuses when mining like they can get more ore from a rock and have a better chance to get ore with each hit.
