All the stuff that uses the dex modifier is messed up my reflex is suppose to be 4 and it is showing up as -2 and my bow attacks are +10/+7 and they are showing up as +5/-4.
I have no idea what to do and I'm pretty sure this is a bug in the game.

You'll need to give us the name of the affected character, when you noticed and any other information that may be relevant. You have three active characters.
Also, have you rested since the last time the character died?

It is fine now. No more problems.

Other than reloading, a quick trick is removing an item that gives a bonus to dex and putting it back on. It happens sometimes when you get webbed or entangled, at least that's how it happens to me.

I agree with Filatus. I have a dex based character too and have seen her AC fall from 38 to 18 after she has been held by a web!! And it doesn't recover easily either unless you rest or re-equip, so be wary of webs.
