Terrifying Rage has several prerequisites:
1) Possess the Greater Rage Feat (rage 4x day , +3 to STR & CON). This is achieved at 15 Barbarian levels.
2) Epic character, so character level 21 minimum.
3 ) 25 Skill points devoted to Intimidate , which would take you to level 22 minimum.
As a practical matter the earliest a Barbarian can access Terrifying Rage is at character level 24 as that is the first time a feat is available to take after satisfying the above NWN requirements.
