I'm not sure I consider this a bug. Huangjin has been like that since V3 was released and I believe it was like that in V2 as well, which was a design decision and not an oversight. Return portals have always cost 300GP, so one should always be prepared to pay that return fee. There are multiple places with ships and docks that don't have captains, and housing portals are one-way, both by design. To take either boats or portals to some place, one must be prepared to return, and sometimes that return is not "safe".
That all said, based on Shadowblade's suggestion yesterday, it's probable that one or both of those things will be added to Huangjin for the next patch, due to the increased importance of Huangjin.
