In a previous post about transportation and this one, why not have characters be able to build both.
With tailoring you could make a tent, canvas, rope
with woodcraft you could make stakes, wagon wheels, wagon body
with tinkering you could make the metal rim for the wagon wheel, the leaf spring for the bench, tack
with leathercraft you could make harness and bridle
then purchase an ox to complete the project
wagons, covered wagons, gypsy wagon could be made this way
the gypsy in hlint could reward a character after the quest with either boots or plans to build a wagon
its not much of a stonesthrow for the building of a boat either, just depends how large a character would want the boat
much of what is made for wagons is the same, though, masts were made of oak, sails were canvas, rope was hemp, ballast was either iron shot or rocks, tar was used to seal the inside, whale oil or shellac was used for the hull to preserve it on the outside, linseed to preserve the deck, metal bands to hold the keel from splitting, and hinging the rutter, and then you would have to furnish much the same way you would a house.
I would think to have a ship would be a quest unto itself.
