Mass Animal Empathy Bug #2 (possibly)

Is the mass empathy supposed to calm the animal for all characters or just those in the party?

Luna had a badger calmed (and it was blue to her) and Silool ran by (not in party) and the badger tore off after her to attack. :)

Just the party I think.  Not 100% sure though.

I had a pack of wolves calmed and a person in party ran up the hill and the wolves became hostile again. No attacks were conducted until the wolves had started attacking.

This check fires on the OnPerception event for animals. As such, any new PCs who come into the perception of the animals will force a new check. Someone running up a hill for example, in party or not, would cause an animal to be on-guard and maybe get spooked.

  Remember that it's not a cure-all for animal hostility. There's still a chance for failure, and there's always a chance the animal(s) can decide they don't like you anymore.

Yes the mass empathy only works on party members. RP it how you see fit in the situation.
