The DM client will not ship with the box, but will be a full download the same day of release.  Check it here:

That is just .... NWN2 should be released as a full game not just an Official Campaign for single player mode. This proves the game designer is more concerned with the OC than with satisfying those of us that multiplayer online.

This does not even begin to address the persistent world issues they will most likely overlook... leaving the programs in the established PWs out there to fix what the manufacture has no time alloted for.

Respectfully, it proves no such thing.
In fact, to me it proves that they're so concerned with what the state of the DM client will be when the game is released to manufacturing that they are making the sound decision to not include it in the final build that is sent for duplication. Remember that it takes at least a month to 6 weeks between RTM and product on shelves. This is to allow time for printing of packaging and booklets, duplication of CD/DVD masters, etc.
So really what we're looking at is another 4-6 weeks of polish on the DM client....which can't be bad in any light.
I would also add that there will likely not be a single PW that will be ready to run with NWN2 on the day of release.

Bethesda did the same thing with the toolset. No biggie.

This is actually great news. I was concerned before about the open ended nature of the DM Client ship schedule. It reminded me too much of the "Toolset for Mac" situation -- "It'll be there. It'll be available later. It'll never see the light of day." I never even dreamed they would have the DM client available at launch.

But on the topic of PW's being ready at launch. While that's certainly true, Fergus did say when asked about a "demo" of the toolset being released in advance of the game release, "No, we won't be doing a downloadable demo of the toolset. What we're going to do is get the toolset into the hands of some of the more active modders for them to use and give us some feedback." So it sounds like a restricted beta test of the toolset will occur. If Layonara was part of that beta, it might make an early 2007 release of Layonara that much more practical. I don't have any idea how the Dev Team would sign up for this kind of thing, if it actually happens.

I hope you guys noticed that they posted the system requirements in that post.

My machine is on par with the recomended specs, but I can see folks dishing out a ton 'o cash to upgrade their computers.

I think Layonara is on that list, and will get their hands on the toolset at an earlier stage than most people.  At least that's how I remember it being.
