Okay, I've read through the threads on these, but I can't figure it out.

What's a GCDQ? What's the difference between a CDQ and a GCDQ?

The G is for Group, meaning it is a development quest for a group of characters rather than just a single character. A guild, for instance.

What Acacea said is correct. There's no other difference between a CDQ and a GCDQ, and the same restrictions apply (duratio, waiting period, no XP).
