Some of the scrolls that are dropped can not be used by rangers even though they are able to cast it naturally.

The example is that I have a scroll of bulls strength. Fehriel is able to cast it but can't use the scroll it self.

Reproducible: yes.

I think this is because some scrolls are scribed as Divine Magic, and others Arcane Magic, or Natural Magic dependent upon the class of the scribe (in this case an unknown NPC who's scroll somehow found it's way into the posession of the creature you've slain and are looting).

Rangers use Natural Magic, so if the scroll doesn't list Natural Magic specificly in the description when you examine it, or if the casting level or attribute requirements are not met by your character, then your character won't be able to cast the spell on the scroll.

That's correct.  There are different scrolls for "divine" casters (clerics, druids, rangers) and "arcane" casters (wizards, sorcerers, bards) where there is overlap.

In this case though, the scroll states that druid and cleric, wizard and bard can use it. So it seems to be a general spell, but only the ranger is not in the list of class able to use it. I still have it on him if you want to take a look at it Dorg.
