They will have questions, possibly irrelevant. That's the way of the decc. If there are any details you remember about the story you were told, that may help.

Do you think you can lead us to your previous owner, maybe the one who turned you into the beautiful specimen of a horse you are now? Stomp once if you can lead us to him/her and stomp twice if you can not.

Stopping even with her, he makes an appraisal of her feet, comparing their size and condition to her tracks. I assume the display of magic brings out the whole town to see, especially since the halfling had posted the public challenge, and this would be high entertainment to see a bunch of adventurers (and a paladin) bucked off a horse. Good fun all.
But just in case it somehow doesn't happen, Rottie just makes sure to point out the shape of the woman to Warrant Officer Kit. She is technically the law in this town. (And Rottie has a lot of innate understanding that being on the good side of the law is better than not being on it.)
And Rottie is cagier than he lets on. Keeping a horse is perfectly OK. Keeping a human shapechanged into a horse is slavery, and the Queen says slavery is illegal. So if the law knows the horse is a woman, the law won't object when the paladin and other take the horse from the halfling - to try to rescue her. (Which Rottie figures is likely to happen.)

After the horse appears to leave town, with no interference from the local constabulary, Rottie will follow at a distance. He knows perfectly well that he has little to add at this point.

Kit has certainly been observing the scenario even as she makes her rounds. A number of the Haven citizens have also been watching, though plenty also seem uninterested and go about their day. When confronted about the horse possibly being a woman, Kit frowns, and looks the well-spoken ogre up and down.
"Yeah, I seen your flashy magics. Maybe it's a woman, maybe it's not. Not my job to figure that out. My job is, however, to make sure you lot of so-called adventurers don't start drawing swords in the middle of the city for no good reason. I notice you're all getting a little ancy over there. You may wish to take your little show outside the city."
