Just a quick FYI, the machine that the IRC service is currently being hosted on is having a slew of issues. We are working on the problem. For now, the #nwn channel is the only one that's functional. We're looking at migrating the service to a different machine to help reduce the load.
I'll post updates on this thread as things change.
Sorry for the inconvenience.

The IRC service is running on a Linux/Unix box, right?

Yes it is

Ok! I'm just about ready to flip the DNS switches to point to the new IRC service...
Sorry for the delay!

Alrighty! DNS has been switched over. I'm leaving both servers running for the next few hours until it's been fully propagated around the globe.
Later on tonight (around midnight EST) I'll be shutting down our old IRC service permanently.
Enjoy!

is it still irc.layonara.com on port 6667 or did it change to something else?

Yes, a rare few may not have had their DNS propagated yet if their ISPs stink, so if you can't connect, you can point to garent.layonara.com 6667. Though I suggest in a week or so you change this to irc.layonara.com for possible future transitions.

God!! it used to take me up to a minute to be able to log on the old irc... it did it in 1 seconds.

Yep, the new IRC daemon is a great improvement over the old one. Things are A) much easier to maintain from an admin perspective and B) seem to be far more streamlined for the end users.
