Title: Arcane Archer: Remove Race Restriction

Would it be possible to have the race restriction for Arcane Archer removed or even modified to have more races available to play that PrC?

Or if that wouldn't be able to happen, my preference would be a Gnomish Phantasmal Archer! They would use illusions to strengthen their arrows and enemies would have to save versus the illusion or take full damage from the increasingly powerful illusions. More love for little people archers!!
