Don't take offence Dorg, but this thread was set up so if anyone did have any ideas that the team would possibly enjoy and have the time to do and implement to improve the server, they could throw it in here for consideration. I didn't want for it to be another posting of the "DIY" message thats posted around on the forums several times over (and im not saying is wrong). We have seen it before and if people do it, they're already doing what they are prepared to do, im just wondering if anyone has any ideas the team could do to improve their server. But the last two posts you've made almost seem to shoot down the idea indirectly when this pairs up with  pointing out problems before people have even started laying down ideas in detail (if they do). For example I never said static quests. I said repeatable, which may be made fun if they had some randomized element to them no they're not everybody's cup of tea but they just add another element and thing for people to do other than wahts already available.
Its not a inaccurate, in my opinion, to say that the layo population is quite low when quests arent running or CHazzler isnt running one of his adventures was hoping this might help towards getting people to play more even when there is nothing going on at the moment cause theres something new and fresh to do.

Dorg you can set in a script that prevents the locks from granting xp after being 'tagged' as open perhaps. If not you can also set a script that should stop the xp being granted until a certain RL time has passed. I've seen it on other servers, its a good technique that rewards rogues for pursueing and practising skills that are a huge bonus to that sort of class.

Aphel, you have to think about not shooting down improvements because they are applicable in generalzation to every single class out there. I could say why don't you get xp for this that and the other for every suggestion you put up there and rogues not getting p for unlocking and disarming would ft in with it. Just because it does not open the door to instantly find a wy to grant xp for every other class does not make it worth shooting down. Other classes could perhaps be improved in other ways but that takes time and thought.

This idea works in practise if done properly and it has my vote.

Any significant conflicts with consistent quest attendance/participation: Cant do this week or next, at Uni and NWN is totally corrupted. After that its Xmas break and I can attend if it runs most likely. After that timetables for exam change everything and likewise, after THAT its Semester Two so it all depends on whats what. The time isnt great either so if I have a rough day and tired I porbably wont stay for the whole thing if I were able to attend

Things become messy with a 21+. Perhaps the characters that have reached a status of notoriety for their skills may be honoured guests to offer critique to contestants. That leaves the New heroes and veteran heroes (or villains) to battle it out while the epics rest on their laurels and watch the battles. I suppose they can still challenge one another for leisure or to settle scores but that might add some flavoring to it more so than just adding an additional tier. It also means the combatents can settle their own rules and change the pace.

The Crusades may be a point to draw comparisons from as well? The Templars and Hospitaliers were knightly orders involved, but the rest was made up of citizenry of the faith drawn from several countries. A large amount were also criminals etc looking for redemption. In the case of Rofirenites and Toranites. Knights would be unlikely to make up the bulk as pointed out, but would certainly be enough to form the mailed fist of the said army.
Commoners with combat experience and soldiers who have Toranite and Rofirenite beliefs may come under those banners to fight for their gods and people. So Toran for example would have people drawn from whereever there were shrines and the faith held. Huangjin to Llast. You would see everything from soldiers in the Llast garrison fighting alongside swordmasters from Huanjgin all collectively under the Order of the Longsword's control for example.

Have I got this more or less right (point im getting at is in tune with dezza's dont assume the bulk is militia level who have only limited combat experience and came with whatever weapons they owned, but a section of men present definently will be)?
