current requirements for relevel

I know the requirements are posted on the server somwhere, but Im pretty gassed these days and could not find it if my life and sanity depended on it.  so hopefully this is not annoyying anyone, but is it possible to relevel a character and what are the restrictions on doing it?

Relevel requests due to an honest misclick will only be granted within 48 hours of the level being taken AND if less than 10% of the XP needed for the next level has been earned.

This is the current policy for re-levelling without a GP I believe.

What precisely do you mean by "relevel"?  Do you mean altering the most recent level taken, or rebuilding the character from level 1?

To be honest, I had not considered rebuilding him from level 1.  While that would be nice, kinda seems unfair to ask for that.  So it would be just his last level.
