No, there are only two start locations: Port Hempstead and Fort Vehl. Vale is actually on a different continent and one not mechanically suitable for starting characters (though yes, hundreds of thousands of commoners live in these places combined). Starting in one of the two places doesn't so much reflect the start of the character but rather the start of his/her life as an adventurer.
