Whirlwind attack vs sneak attacks

I'm not sure if this is a bug or not so I will ask here.

After casting darkness, Feh was fighting some bugs, usually that gives me sneaks attacks, but then I tried a whirlwind attack, but saw absolutely no sneak attacks. Is this a bug?

I don't believe Whirlwind attacks will ever grant sneak attack bonus.  sneak attack triggers when you target an enemy that would normally not get his dex bonus (or that your flanking) whirlwind attack doesn't target anything, as such since there is no target i don't believe there is any sneak attack

Additionally, sneak attack only applies if you're flanking or your target is flat-footed (as Thunder Pants said, an enemy who wouldn't get his dex bonus).  If all the bugs rolled high on their listen checks, they could still consider Fehriel a valid target, and thus be combat-ready and retain their dex bonus to their AC.  Not a common occurrence in Darkness, but possible, especially if they were in close proximity.

Just for reference, what do you consider flanking? Cause I've had sneak attack standing right in face of the foe, but because it was targeting something that was just behind me, I was still getting them.

NWN considers it flanking any time you are attacking an opponent that is attacking someone or something other then you

Whirlwind attack does not work in conjunction with sneak attack.
