Are the lands finally rid of monsters?

I logged today on Dregar and it seems the spawns aren't spawning at all... I tried the mushrooms by Prantz, nothing ( and I was alone on the server, tried several times and nothing spawned). Then I went to the south of Forest of Fog and there wasn't any bugbears... no where.

I ask Shamur if he was seeing anything and he said there was no Giants either in the forest.

It seems the fixed encounters are fine, or maybe some spawns are... The Giants by the Peppermint are there and so are the animals.

Ah bummer.

OK, I'm pretty sure I know what's going on here, but I can't work on it for several hours yet.  

I've rolled the servers back to the previous version temporarily until this can be addressed.
