So I was goofing around with Celgar, who got himself a horse...

I can preform my animal empathy feat upon it (trying to free it, I was, I was!!!) and it was completely under my control, I dunno if I can ride it, lemme find out...

can't ride it, its just like a normal animal.  I'm pretty sure its a bug, if its not, sorry... its gonna be fun to free them all!!!!

If it's OK with the player, then this is fine.  But in general, please don't go around "freeing" horses that belong to players.
The Animal Empathy issue is one we know about, and we are looking into preventing this kind of thing.  Until that time, please have some respect for your fellow players and do not mess with their horses.
Again, if the player is OK with it, then fine.  Otherwise, hands off.
And no...even though you had control of the animal, only the owner may ride it.

okok... I'll have to go move the one back to the center of town then...

but, should warn people that others may think its just another animal to charm, and drag it out to the mountains, or the goblins...

I think I just did warn people. ;)
At any rate, we plan on fixing it, so as I said...just don't do it.
Thank you for your support. :)
