You can aquire as many of these as you want plus it can be given away, I am not sure this is intentional.

Well the problem is that not everyone can get it in that case, since there seems to be some kind of level limit to get the book. If it is really just a story book why can't you just get it in the first place instead of having people get a ton of copies of it when everyone should be able to get their own?

Because you don't want players thinking there's a scripted quest and have them off and searching.  But if another player wants to share it with them, then they can educate them on the lore of the world directly and by showing them the interesting story directly, that's fine.  It's neither misleading nor is it limiting towards the players that like sharing information.
