 Two exits labled for Dalos lake one from inside the city an one from the pass through. The Dalos lake side only takes to the pass thru and not into the city itself.
 
 House of Hope was removed from the city and should go back as it was a player earned reward.

The dual exit to Dalos is, as I understand it, intentional, as is coming back in to the "pass thru" area that's outside the city proper.  I'm not sure what the House of Hope is, but if you can get Chongo and myself the details on that, We'll see about getting it back in place.

Coming from the Dalos lake side you have no option of entering the city proper, you simply emerge on the  "pass thru" side.  I might have been a bit tired and missed it, but I didn't see and entry from the "pass thru" to the city proper in that corridor.
 
 House of Hope is Jilsiponie's Orphanage - reward for a CDQ.  While it was Broegaresque in nature, no need for the player to loose the effort do to a writing thing.  Conditions with the Rael regime would be similar to that with Broegar - orphanage churing out good little Adamantium citizens

You can't enter the city proper by any means other then the Port of Entry.  This is on purpose.  The duplicate Dalos Lake gate is an exit only from the city proper.  The PC messages explain this at the duplicate exit.

Regarding the orphanage, as far as I could tell in the toolset it was a single flag placeable with no interior.  Unless notified otherwise, I'll insert that placeable in East Gate - Merchants District in front of a door.
