Are Pawn Shops supposed to run out of money to buy things?

The Leilon Pawn Shop was out of money when I visited today.  Of course considering that Layonara's Pawn Shops rarely sell anything, they have to be funded by someone to stay in business.  Any thoughts on this?  I'm not certain whether it is a bug or not.

You will need to find another pawn shop if you wish to sell your goods before the next server reset (which will re fund the Leilon Pawn Shop with money)

Thanks.  While I understand Pawn Shops are set up a certain for the purpose of game mechanics, it does lead to strange ideas on what purpose they serve in Layonara.

I can't help but picture a black market secret society assembling our doom from the refuse that we sell them.
