Night time wonkeyness

Well this is the third time it has happend and I am assuming that there were quest related... the server seems to get stuck at a time and thand stays there... as of right now it's forever night on west.

I'd noticed it getting stuck at 4am for quite a while, then jumping to like 11 am eventually.
