World Leaders - Everybody Please Read

Hello everybody,
  In order to continue to grow the world the GM Team has been actively working on changing the ECDQ rules and requirements. We have also done this in order to help the GM Team work-load and to ease the mandatory quests that had to be run in a given time frame. As the world has continued to grow we could no longer enforce the ECDQ rules within a timely manner and it was causing undo hardships on both the players and the GM Team—neither of which is good. It was also creating a perception problem that there was some sort of favoritism happening, that is something that never happened but regardless the perception was there. As such, something had to be done.
  The term Epic and ECDQ’s have been eliminated but in their place is World Leader and a new system based on that title. The system still enforces what the team feels is core to the world but it also allows players that do not wish to join up to do so and to remain here at Layonara—but following the rules and requirements of the world of course. This new system is very clearly defined and over time will expand in capabilities.
  All past Epic characters are automatically grand-fathered in to World Leaders. With this change comes a change in the XP chart (from level 20 and above) and all characters affected will be adjusted so that their characters remain at the same distance to their current next level. The XP chart will be changed in the next module update. In addition all players are now allowed to level up to the max level allowed on the XP chart. Because of the way ECDQ's were laid out before some quest series for Epic's (now world leaders) will need to be continued and further defined. It is the right thing to do to allow this sort of development since it was not their (the players) fault that ECDQ's were discontinued. As such it will be allowed to have one more WLDQ run for that character (those that made it to Epic already)--but only in the case where the ECDQ left open ends at the end of their last quest.

do those of us who already submitted and was accepted for an ECDQ now have to resubmit for our WLDQ's?

How that works is the person that is running your ECDQ will ask if you want it to be an WLDQ. If you do then you remain in your current position in line and things work like normal. If you do not want it then you do not need to have it run and you just continue leveling your character.  In either way you do continue to level your character until the WLDQ is run. But if you don't want the WLDQ you do not need to have one.

Does this mean that characters will be able to level above level 20 without being a world leader or will there still be a ceiling of level 20 if you have not completed a WLDQ?

Please take the time to read the page Leanthar linked to in his post.

• There is an XP barrier at level 20 that will require all non World Leaders to work through via quests and killing creatures. All World Leaders will be given enough XP to jump them over that barrier at the completion of their WLDQ—whatever level that may be completed at. That is a major benefit, along with the item reward for completing the WLDQ as well as the ability to support and aid the community once becoming a World Leader. The XP barrier can still be worked through by any player (or character) not desiring to become a World Leader. This means that everybody can level up to the max level allowed in Layonara, regardless of being a World Leader or not.
• It is very important to understand that for everybody not going down the World Leader path and they continue to level past level XP barrier that you must continue to role-play, which is one of the staples of the community. It is perfectly fine for anybody to continue to level to the max level allowed and not become a World Leader, just keep in mind that one must be role-playing and respect the rules of the world as well as the community.

Leanthar, I read through all this throughly yesterday. One thought that is still with me is: excellent decision. I really applaud you & your teams thought that went into this. *salutes*
