Ear of Elven Language

Hi there

I am not sure if this is a bug or not.
But my character Jacchri is a half-elven ranger.

I have an animal ear which I can use to talk and obviously I can understand animal.
But I do not have an ear of elven language, but can understand when people speak elven.
I cannot talk elven due to the fact that I do not have an ear.

Not sure if I am supposed to understand elven?
My character grew up in Sielwood with humans, so there should be no reason that he could understand elven.

I would like to get the ear, but I was thinking to roleplay that going forward.

My understanding is , and there is a post somewhere on this, that half elves do not automatically get it. They can understand but not speak elven unless a rp reason in bio, or during game why they can speak elven

When your character is submitted if the bio explains that you grew up around/with Elves then you can request the ear and you will be given one (since you are half elf especially).  If you are RP'ing in game (without asking for the ear at character submission) it will take time but is possible.
  Please point to your character approval thread and I will look at it.  Chances are a DM will be giving you the ear so that you can use it.

He asked in game about this, we talked and he is going to Role-play in game with someone of elven blood to earn the ear. Until that time he's going to pretend he can't see/understand it.
