Leilon Arms - locked to low-level characters?

My character (Sally Brambleleaf) tried to get into the Leilon Arms today, but the door was locked and no one answered when I knocked - do you have to be a certain level before you can enter? Sally is currently 4th level... Thanks

I dont think it was open today.
