Wondering why some grievensees are handled fast ..and others take a while to get answerd or questions are asked.
  Does anybody know why ?
Also am wondering if there is a helmet with the same properties as : helmet of armor 2 :  for sale somewhere.

Grievances are handled as they are because humans are handling them- Humans with real lives and a sincere concern for the well being of this player world.

And, no, there is no equivalent to the Helm of Armor II for sale anywhere.  It is quest item.  Go find it.

Get mage... have them cast the spell... it's better than the helm

Find a druid to back you up.  The barkskin they can cast is far better than the helmet.  Layo is for teamwork, not solo. Roleplay the loss in some way..Maybe a new found respect for spellslingers  has taken you off the frontlines and into the second string mage protection...
  Just some thoughts

In general, the more information you can provide about a loss or other grievance will greatly speed the approval process.  Your HoA loss is odd, and so we need to determine what could have caused that.  Monsters, as has been suggested in your thread, do not typically steal equipment; there must be some other cause.  Screen shots, logs and accounts from witnesses to the event are all very helpful in determining whether a grievance will be granted.  The more you can provide, the better.
But even so, as has been mentioned, the people handling grievances are doing so on their own time, for free, in their spare time.  And because most of us are busy in RL as well, sometimes things get missed temporarily.  So have patience, and I'm sure your question will be addressed.
And as has been suggested, there are alternatives if you cannot get your HoA restored to you.  Find or become an Alchemist and make potions of Barkskin, team up with a Druid and have them cast Barkskin on you.  As has been mentioned, a Druid's barkskin is better and lasts longer than anything the helmet could provide.  Teamwork, not trinkets, will keep you alive in Layo.  I know many characters who don't even use the Helmet of Armor.
