Character level, base wisdom and spells.

Just a quick question.

My character, Allean D'oremm has a base wisdom of 13 and is level 9 at the moment.
According to the manual. He shouldn't be able to cast 2nd level spells yet. But since he has items that give him bonus wis. (belt +1 Wis), his wis is 14 and he gets a bonus 2nd lvl spell. That works according to the NWN manual.
Base spell for a lvl 9: one 1st level
Bonus spell at Wis 14: one 1st level and one 2nd level.

My question is: He bought two jewels to boost his WIS to 16 and, according to the manual he should get one bonus 3rd level spell.

Well, he didn't, and was a bit dejected by this new. Is this a bug or you only get bonus spell when you can cast spells from the level just below. In that case, should he waits to get to level 10 to be able to cast that 3rd level bonus spell?

I saw the post by Glenn talking about the 4th level spells, but in his case he hasn't the base 14 WIS to be able to cast 4th level.

You will only be able to cast 4th level spells at level 15 (we're talking about Paladin/Ranger spells, right?).

Yes, ranger spells. But I wasn't asking about 4th level *grins*.

Just wondering why at lvl 9 with a base wis of 13 and items to boost it to 16 (+3 bonus, and one 1st, one 2nd, and one 3rd level bonus spell), I still cannot cast that 3rd lvl spell. (Though I can cast lvl 2 spell which at lvl 9 I couldn't normally do (without boost))

But can you cast level 3 spells at all?

 I can't recall offhand when you are able to cast level 3 spells, but i believe that at level 9 you can't yet, perhaps at level 11 or 12.

Just because the manual says you get a 4th level bonus spell you wont get it before the manuals says: zero 4th lvl spells instead of a -.

According to the manual, I should wait till level 12 to be able to cast 3rd level spell.

But

The manual also says that I should be level 10 to cast 2nd level spell.

And

At level 9 I can cast 2nd level spells due to the fact that my wisdom is high enough to gives me bonus spells.
And I thought it would work too with 3rd level spells. That's why I bough a ring and amulet to bring my Wisdom to 16.

Ah there you go, at level 11 you'll be able to cast at least one level 3 spell, and at level 15 you'll be able to cast one level 4 spell, as long as your base Wisdom is 14.

ok I got the players handbook here says:

What this means is, that when there is a zero you only get a spell when you got a bonus spell at that lvl. If there is a - you cant get a spell in that lvl  no matter what. So if you got a high wis you can cast 3rd lvl spells at 11 and 2nd lvl spells at 8 and 4th lvl spells at 14.
