Well if you are asking about right now, it's down for an update - but it has been up the past few weeks.  I see this is your first post, I am assuming you did not submit a character.  In order to play on this server you must submit a character bio and have it approved.  After being approved, you will be given the password for the server and you are free to make your character.  There is a section in the forums for submitting new characters and how to do it.

There is more than one server for this persistant world.  (Each one is kind of like a different area of the world)  The most populated one is generally Layonara - West.

And yes, I'm lingering on the forums.
