wanted Acid III enchantment

I am interested in an acid III enchantment and visual effect for my rapier.  Please let me know the price. I can't seem to find a price in any of the local merchants catalogs.

I don't think anyone would make such a rod. Emeralds are more or less only used exclusively for the most powerful enchantments. The same goes for the Visual Effects, as the person in question would most probably make Resistance Dusts instead.

The price range for both things would most probably range from 100,000 to 300,000 gold, if you can buy it at all.

The strongest two of the elemental enchantments are of sufficient potency as to emit a visual of appropriate element without need for another.  In my experience, one must supply their own emerald for creations of such rarity.
