availability of the module?

I was curious if the actual module that are in place as the PW are available to download to be used offline.
I'd like to be able to look over it both in the toolset, and possibly through the DM client or with a tossed together power built character. I can understand there would be reasons for not making it publicly available, but am interested in it.

Nope.

The PW module in it's entirety is only available to a handful of people due to mean people stealing it in the past.

Nope, they aren't
  And they won't be.
  There are many reasons for this, but primary among them is that a lot of people have spent a lot of time on something that plenty of other server operators out there would love to have for themselves.  There are about a half-dozen people who have any sort of access to the modules, and that's how it's going to stay.
