An elderly man going under the name Arwal Dumoin is sought by the Church of Lucinda. He is of middle height and weight, heavily bearded and has dark blond/brown hair going to his shoulders. He has brown eyes and a small scar below his left temple.

Arwal has lived in Spellguard for the last five years. Before that he lived in North Point on Dregar.

Shiff reads the notice and the response sadly, and sighs

"Thats nice...  Someone is wanted, but no reason is attached.  Not that they are murderers, or if its just for questioning.  No, just "Bring him to us and we'll pay you"...  Then some dunce like "B" Just offers to bring them in, and insinuates killing them if they don't wanna come quitely...  What if this Arwal was just in the wrong place at the wrong time?  Or even just did something minor, is "B" gonna kill him cause he resist?..."

He walks away disgusted

**descriptions of the wanted man along with several court artist sketches of the man are circulated to all the military posts within the borders of the Kingdom of Erilyn and several are given to the Wolfswood rangers and Freckled Owl to distribute amoung the elven protectors.  Birds are also sent with notices to Erilyn ambassadors and travelling members of the Knight Council**

If the offender used any form of magic in his crimes, then he did so with the aid of Lucinda who would be an accomplice, due to her negligence in policing her own realm of magic.  She is omnipotent in the realm of magic, is she not?  If you wish to stop him and his mad plans, cease all prayers to Lucinda at once and the cult's and dragons' magic will ebb.  Do I get my 5,000 true now?  Or shall you continue to pray so that your goddess will irresponsibly allow mad green dragon cultists and halfdragon, warped,  necromantic abominations plague the earth?  How much longer shall you orchestrate these events from seclusion behind your magic walls, only to incompetently have the backlash utterly destroy two other cities rather than your own?  The clandenstine actions of Spellguard's government and the spells of their goddess brought this on you all.

We will do our part protecting the world and our borders from your destructive magics and goddess' lies and negligence on our front.  This realm of unregulated  magic however, is your juristiction.  Not ours.  Destroy it at your own whim.  From what I've been told by those hired by you, that it was the *Lucindite Council* which places this bounty who first set adventurers to spy on the Molten Isle, during a time they were preparing for war against the very same Cult that plagues you!  Do you care to ellaborate on your dishonorable involvement publicly, oh Council?  I thought not...  

As for any survivors of your governments' mercenaries' incompetence, they are encouraged to come to Prantz and apply for citizenship should they wish true protection.  Come to a nation unmolested by dragons, uncompromised by countless bickering gods too irresponsible to hold themselves accountable for their own actions, and without a Lucindite Ruling Council that sends spies into Firesteep, wondering slackjawed why dragons suddenly attack YOUR cities.  We are uninfiltrated by these doomsday cults, and within our walls we deal with them swiftly in the manner most befitting.   Look to our great city, our guards, our military and ask, will your families fare as well in the coming storm?  I ask you to contact any friends or family living within our city and let them tell you how fat and prosperous they are, and whether our government routinely sends "heroes" to antagonize Fisterion at the commonwealth's expense.  Join us, and you will be safe and fed.  Support the Council of Lucinda, or these "heroes" of Mistone and expect them to sacrifice yet even more of your sons and daughters to Fisterion's rage... which they so eagerly stir up themselves.

Do not look to the arsonist to stamp out the fire.

1.  If gods regulated every action that we mortals took into our heads to undertake, there would be little point to anything and absolutely nothing by way of free will.  Perhaps those who live in a police state do not appreciate the freedom to make decisions and accept the consequences thereof, but most of the rest of us must play the mixed hand that fate and forces, sociological, historical, and political deal us.

2.  While you may well speak the truth about the cause for the actions of any people, you offer no proof or evidence that your claims are anything other than a smear campaign.

3.  If the city-state of Prantz truly wishes to offer protection or assistance, one might recommend that in addition to harbouring fugitives, they send aid in the form of supplies, money, or labour to the rebuilding of Leringard, or, barring that, Mariner's Hold, which has also been recently hit by a catastrophe of immense proportions.  Such generous action may render the average member of the populace better-inclined to believe your hateful missives, if no other motive will move you.

4.  Further, on the previous point, Prantz has fallen once already, to those who currently hold it.  If you are so very confident that it will not fall again, then by all means, continue to do nothing but criticize.  If  you instead see the value of a distrustful but nonetheless healthy relationship with the nations of Mistone and Alindor, aid might again be a wise way to go.  Bloodstone slew many dragons, and it was not Prantz alone which slew Bloodstone; should dragons come knocking at your gates, allies, even grudging, in copious numbers might well suit your aims.

5.  Only a coward doesn't sign a critical missive.

Shiff then flips the notice over and writes "From the one known as...  Tim" on the back, the puts it back as it was, walking away with a smirk.

"Now to go make sure he doesn't get himself in more trouble..."

1. The Council of Lucinda is different in that it is a Theocracy.  As they claim to follow the will of their goddess, so too must they bear responsibility for their actions and hers as well.  In the spells being used to warp the dragons, Lucinda was complicit.  In the Council's orders to send troops to Firesteep, her Council was complicit.  This is not some vague accusation like blaming Vorax for all war, but one of direct cause and affect.  If Lucinda and her lapdogs see fit to destroy the world by sending troops to the king of dragons, then hiding behind the walls of unarmed commoners, then they should be held accountable.  The people of Leringard and Mariner's Hold should not be.

2. You shut your eyes and plug your ears, then ask for proof?! Ask those involved, I have.  Ask the Council itself and like most worm infested conclaves they will neither confirm nor deny, just stonewall and obstruct.  The very fact they issued a warrant with no crime attached to it is evidence of their misdirection and trickery.  Notice too there is also attached a fee should you kill the man without a trial and deliver his head to them.  Justice, or a cover up?  And yet you cry foul whenever we execute one proven guilty in a public trial, conducted by the neutral voices of justice no less!

3.  Petition your government to send ours a request to have your cities protected and perhaps they can allocate some soldiers for your streets.  We are most interested in any contracts you might offer in policing the world... far too much chaos, suffering and bedlam in these parts!  It would be negligent of us however to give you resources with no regulation, lest you use those to cause even more harm.  You would also likely attack us on sight much like the guards of Hempstead should we just suddenly show up on your doorstep offering aid.  Once our troops are in place to restore order and prevent looting however, THEN we may talk of resources.  We have already extended the offer for all those needing a home to register and apply for citizenship through the proper channels.  This is more than YOU have done thus far.  Has Vehl or Hlint or even Spellguard offered to house any of these orphans?  What would Hempstead do should a half-human child sought protection?  When last we offered aid to Hurm, your Mistonian heroes intercepted our efforts and spread hatred to turn our mission of peace into a loss, and many people suffered needlessly.  You send assassains to slay us in Varka and those called by Bjornigar with his open contract, and still we extend our hand.  Join us, or be consumed by your own hate while you fester in the rubble your government made for you.  It matters not to me.

4. Pranzis fell because it regularly sent teams of your "heroes" to our homelands to slay our people and steal our ore which we built cities right next to.  Like cowards you lived the easy life on the surface, and raided us with your heroes regularly.  I grew up without a mother thanks to your surfacer raids... how many of you died to Duergar?  She bore no weapon and they struck her down because some rich "hero" wanted ore and didn't see fit to trade for it.  So spare me your bleeding heart "woe is me" surfacer cries of weakness, slaughterer.  Every ounce of mithral in the blades of your heroes was prospected by Deurgar hands and stolen by spilling Duergar blood.  Restoring proper order to Prantz was a necessity that you caused.  And now, you provoke yet another power stronger than yourselves and weep in the rubble of your own actions.  Do as you shall, but I will not weep for you.

5. Kahzrag, and I don't care what your name is surfacer.  It will not change the fact that you continue to send assassains to our walls during times of peace and preach that our offer to aid be messages of hate.  People that you dissuade from migrating suffer thanks to your pride.  

It is not hatred which guides my pen, but the desire to maintain order and to see that those without a home are relocated should they choose to do so.  It is also my necessary to warn you all that this dragon was stirred by the very hand that posted this initial bounty.  Those that I've talked to indicate that this very same council hired these "heroes" to go to Fisterion's Isle and interfere with his campaign against the very same cult which threatens all of you.  They then committed acts of war on a wartime ally and threatened his borders.  The biggest tragedy of all was not Leringard or Mariners Hold's falling, but that Spellgard should have fallen in their place, and that the Council who started all of this go unpunished.

So by all means, do bicker about name signings and the burdon of proof resting on the shoulders of an outsider offering help when all you need do is investigate your own governments and ask your own friends.  Such are the tactics of a confused and deceitful mind that knows that it is wrong, and refuses to see truth for what it is.  Such is your weakness, not mine.  As for everybody else, should you want to join a more responsible government that doesn't kick dragons in the stones then hide behind your children, apply for citizenship to Prantz.  

My concern is not your pride, ignorance or obvious racism and hate, but the safety and order of those relocated.

Thanks, but no thanks ye black devil.  Ive called off the contract long ago as the gold best be spent on the people here, so ye kin quit whining about all that, especially considering the mysterious way Waylend died and how ye tortured his daughter.  We will rebuild on our own merits.  Any who choose to flock to yer banner may do so of their own will.  But I'll be damned afore they sign that devil's deal.  We ALL know full well the kind of "safety and security" yer Lord offers, and what should happen if one speaks their mind freely on any soil occupied by Duergar forces.  And as for Hurm, I find it interesting that Dragons lay waste to a city, and your troops are just an echo away offering their "help".
